Rules & tips

What Israeli law says about dogs: leash and muzzle, dangerous breeds, beaches, nature reserves and restaurants, with a source for every rule.

A convenience summary, not legal advice. The binding text is the law, regulations and municipal bylaws.

Leash

  • NationalIsrael

A dog may leave its owner's premises only on a leash held by a person able to control it. Regulations cap the leash at 5 meters for ordinary dogs; the leash must allow full control and prevent the dog from escaping or harming others. Off-leash is legal only in fenced dog parks or areas a municipality declares.

Fine: Dog outside the yard without a leash held by a capable adult: up to 1,500 NIS in the national fine table; municipal bylaw fines typically ~475-730 NIS

Dangerous breeds

  • NationalIsrael

Eight breeds are legally 'dangerous': American Staffordshire Terrier, Bull Terrier, Dogo Argentino, Tosa Inu, Staffordshire Bull Terrier, (American) Pit Bull Terrier, Fila Brasileiro, Rottweiler. Crosses that clearly resemble them physically or behaviorally are also covered, as is any dog over 3 months that bit and caused injury. In June 2025 the Ministry of Agriculture instructed vets that resembling mixes are bound by the same rules and registering them as 'mixed' to evade is an offense.

Beaches

  • NationalIsrael

Beach mechanism: bathing season and declared bathing beaches are set yearly by the Ministry of Interior under the Bathing Places Regulation Law; whether animals may enter a bathing place is set by each local authority's bylaw (the ministry guide lists 'prohibiting or restricting entry of animals to a bathing place' as a bylaw subject). Dog beaches are therefore designated municipally. 2026 season: 25 March - 10 October 2026.
